During a recent keynote at the American Association of State Highway and Transportation Officials conference held in Washington on February 5, Transportation Secretary Sean Duffy shared critical insights and proposals for the next surface transportation bill, which Congress is set to consider.
Updating Federal Highway Policies
In his presentation, Duffy highlighted that the House and Senate transportation committees are under pressure to formulate and pass comprehensive highway legislation soon, as the federal mandate for certain highway initiatives is set to expire in fall 2026. He laid out several priorities from the Trump administration, which include overhauling environmental permitting procedures that are crucial for construction projects, embracing new technologies to enhance safety and efficiency, and establishing a broad framework for cost reduction.
Duffy emphasized the need for speed and efficiency in project funding and approval processes, suggesting that while environmental studies and permitting are necessary, their current duration is excessively long. He argued that there is a strong desire within Congress to streamline these processes to expedite project completion.
Empowering State Decision-Making
The Secretary advocated for a reevaluation of the federal-state partnership, proposing more autonomy for state governments to manage their transportation projects. According to Duffy, states should have the authority and freedom to prioritize projects that are crucial in their communities, hinting at a shift towards decentralizing decision-making in transportation planning.
Broad Support for Duffy’s Appointment
Duffy’s recent confirmation as Secretary was met with praise from AASHTO, whose executive director, Jim Tymon, commended his understanding of the political landscape and his past congressional experience. Tymon expressed optimism about collaborating with the Trump administration and Congress to enhance the nation’s transportation infrastructure, focusing on safety, mobility, and quality of life.
Prospective Highway Legislation
On Capitol Hill, GOP leaders have signaled the introduction of a long-term highway bill later this year. This legislation is expected to incorporate Trump’s agenda for regulatory streamlining, authorize technological enhancements, and focus on energy efficiency measures. Senator Shelley Moore Capito (R-W.Va.), chair of the Environment and Public Works Committee, stressed the importance of safety in transportation, indicating that it would be a focal point in the upcoming bill.
Representative Sam Graves (R-Mo.), chairman of the transportation panel, also expressed confidence in Duffy’s leadership to bolster America’s infrastructure. He emphasized that the focus would be on core projects like roads and bridges, aiming to streamline project delivery and adhere to the fundamental goals of federal transportation programs, which are to ensure the safe and efficient movement of people and goods.
