Russia, Belarus and Kazakhstan will collectively apply for membership of the World Trade Organisation as a single bloc, replacing the countries' individual accession applications. Russian Prime Minister Vladimir Putin announced that the three Prime Ministers had agreed "to inform the WTO about their intention to start a negotiating process for membership of Belarus, Kazakhstan and Russia as a single customs union". Russia and Belarus already have a customs union in place and will now look to add Kazakhstan in their bloc. Although Russia started negotiations for WTO membership in 1993, it is now the largest economy without membership due to delays from continuing disputes and conflict with Georgia last year.
